Notice of extension of investigations: Steel Racks
The Canada Border Services Agency (CBSA) has extended the preliminary phase of its investigations into the alleged injurious dumping and subsidizing of steel racks originating in or exported from the People’s Republic of China.
Under the Special Import Measures Act (SIMA), the preliminary stage of an investigation is normally completed within 90 days of initiation. However, because of the range of goods involved and the challenges associated with obtaining satisfactory evidence, the CBSA has extended the investigation period to 135 days pursuant to subsection 39(1) of SIMA.
As a result, the CBSA will make a decision on whether to issue preliminary determinations or terminate the investigations, in whole or in part, on or before September 2, 2026. A revised investigation schedule is now available.
Statement of Reasons—Expiry review determination: Photovoltaic modules and laminates
Determination in an expiry review regarding certain photovoltaic modules and laminates from China is now available.
Tribunal Continues Finding—Corrosion-resistant Steel Sheet from Türkiye and Vietnam
Following the Canadian International Trade Tribunal’s expiry review (RR-2025-004), the Tribunal continued the finding it originally made on November 16, 2020, in inquiry NQ-2019-002 regarding the dumping of corrosion-resistant steel sheet from Türkiye and Vietnam, as well as the subsidizing of these goods from Türkiye.
The Tribunal determined that allowing the finding to expire would likely result in injury to the Canadian industry. As a result, the finding remains in force, and the Canada Border Services Agency will continue to impose anti-dumping and countervailing duties on these goods.
Notice of conclusion of administrative review: Carbon Steel Fastener
The Canada Border Services Agency (CBSA) has completed an administrative review to determine the normal values and export prices for certain carbon steel fasteners originating in or exported from the People’s Republic of China (China) by Pinghu Gete Auto Fastener Co. Ltd. (Pinghu Gete), and from the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei) by Sheh Fung Screws Co., Ltd. (Sheh Fung).
This review was initiated following requests for re-determination submitted by two importers. It forms part of the CBSA’s ongoing enforcement of the Canadian International Trade Tribunal’s (CITT) order issued on September 2, 2020. The order concerns the dumping of carbon steel fasteners from China and Chinese Taipei, as well as the subsidizing of such goods from China, under the provisions of the Special Import Measures Act (SIMA).
