Aluminum Smelt and Cast Requirements

On February 24, 2023, Presidential Proclamation 10522 covering “Adjusting Imports of Aluminum into the United States” requires that importers provide U.S. Customs and Border Protection (CBP) information necessary to identify the countries where the primary aluminum used in the manufacture of aluminum articles and derivative aluminum articles were cast.

This applies to ALL imports of aluminum articles or aluminum derivative articles, including shipments that contain aluminum articles with an aggregate value under $5,000 USD. Though low value shipments can be processed with a low value license, the secondary and primary country of smelt, as well as the country of cast, must be reported for CBP purposes.

This requirement is due to additional 200 percent ad valorem rate of duty on any imports of aluminum articles or aluminum derivative articles that are the product of Russia and went into effect on May 10th, 2023. This duty rate is applicable to aluminum where any amount of primary aluminum used in the manufacture of the aluminum articles is smelted or cast in Russia.
